James McDonagh, a native of Ireland, has been arrested in West Chester Borough, Pennsylvania accused of sexual assault.

West Chester Borough Police said on November 28 that on Wednesday, November 22 at 2:36 pm, they responded to a residence in West Chester Borough for a report of a sexual assault that just occurred.

Officers met with the female victim who reported three white males were going door to door soliciting for home repairs.

The victim reported one of the males identified himself as “Jimmy,” who stated to her that he was a contractor and began discussing home repairs such as roofs, brick, and siding.

“Jimmy” provided the victim with a 3” X 5” advertisement card that displayed the business Everest Roofing & Masonry along with a phone number of 484-475-1446.

The victim reported the male entered her residence at which time she was sexually assaulted.

West Chester Police Officers said they contacted the number on the card and scheduled a meeting. Two of the three white males met at the scheduled address in the Borough of West Chester and were immediately taken into custody.

Police said that further investigation showed the business did not exist and the subjects engaged in scamming residents with a fraudulent business.

The males, police said, had ID badges on a lanyard around their neck, 3 x 5 advertisement cards, and a receipt book with 8 ½ x 11 size receipt pages.

Police said that both subjects were identified as James McDonagh of Ireland and John Delaney of England. Neither McDonagh nor Delaney have a fixed residence in the US.

McDonagh has been charged with aggravated indecent assault and indecent assault, ABC 6 Action News reports, while Delaney is charged with deceptive business practices, operating a vehicle with a fraudulent license plate, and other related charges.

According to Fox 29, both McDonagh and Delaney remain in the Chester County Prison on $50,000 bond.
