The shocking incident happened in the Coultry Terrace area shortly after 7pm on Sunday evening.
A statement from An Garda Síochána [Irish Police] confirmed that the man’s injuries are not thought to be life-threatening.
The statement confirmed that the scene had been preserved for forensic examination and investigations were "ongoing."
They said: "A motor vehicle on Kilbarron Road, Dublin 5, was discovered on fire a short time later. It is believed that these two incidents may be connected.
"Gardaí are appealing to anyone who may have witnessed either incident to come forward."
The Irish Mirror reports that the victim was ‘first shot outside a Centra shop’ in the area, and was shot a second time after chasing his attacker.
The publication added that the man had been fortunate during the incident as one bullet had grazed his head.
It is believed that the incident comes amid a local feud that had been going on for a period of time, with the victim thought to have been deliberately targeted.
"Any road users who may have camera footage (including dash-cam) and were travelling in the area of Coultry Terrace, Dublin 9 and Kilbarron Road, Dublin 5 between 6.50pm and 8.10pm are asked to make this material available to investigating Gardaí."
