Chief Intelligence Specialist Ray D. Braimer faces charges in the U.S. after arrested by gardaí last year

U.S. Navy Chief Intelligence Specialist Ray D. Braimer is facing charges in Norfolk, VA after allegedly assaulting a fellow sailor in Dublin in March 2017.

Braimer reportedly attacked and raped a female sailor while staying in a Dublin hotel in March 2017. The sailors were in Ireland as part of a liberty visit on the guided-missile destroyer Donald Cook to Cobh, Co Cork.

The Navy chief is also accused of going into the bed of a woman and attempting to kiss her. Additionally, Braimer is accused of harassing a female sailor and “stating that he hates the fraternization policy of the Navy that prevents him from being with any woman he found attractive because of pay grade.”

The names of the women in the report are redacted so it is unclear whether or not Braimer harassed one or several people.

The unnamed female sailor who was raped went to gardaí the morning after the assault. She provided a statement to officials and was provided with a sexual assault evidence kit.

The Navy Times reports that Braimer was arrested by gardaí the morning after the alleged incident in accordance with Section Four of Ireland’s Criminal Justice Act of 1984. He was later handed over to U.S. jurisdiction.

A statement from the US Embassy in Ireland read: "I can confirm that an alleged sexual assault incident by a U.S. Navy Sailor who is assigned to USS Donald Cook (DDG 75) was reported on March 22, 2017.”

"The alleged assault occurred in a hotel in Dublin while the USS Donald Cook was in port at Cobh, Ireland for a scheduled port visit.”

The American embassy also added that it has “deep respect and gratitude to the people of Ireland for the personal friendship that they have extended” to visiting service members.

A scheduled hearing for Braimer had been postponed, and no court date has been set as of yet.
