Well, he wouldn't be alone if he was one of us , Catholic that is. There's not much example coming from the pulpits one way or another.
I recall an incident here on Long Island, around 2005. A Bay Shore man rented a house to an unmarried girl, at $600 a month. Eventually, her Honerably Discharged Marine boyfriend noticed some peculiar sounds, coming from the attic. When he investigated, he discovered video equipment, and a microscopic camera in his girlfriend's bedroom! The matter was reported to the police, but there wasn't much they could do. At the time, there was a New York State law against illegal eavesdropping (audio), but nothing on clandestine video taping!! It was a matter of the law not having caught up with technology. The young lady eventually testified before the State Legislature, which passed a law covering this kind of thing. I have to admire the restraint of the boyfriend. Although the home owner was in his 50's, the marine, I feel, would have been justified in smacking him around! In another country, he might have gotten away with it!

Based upon the sports background of the official, Mr. Stevens, one would certainly assume that the hidden camera was for golf training and teaching purposes only. The viewer must have been studying various approaches to see how many strokes it took a putter to get his ball in the cup from different lies.
