Fox news journalist Megyn Kelly and “O’Reilly Factor” host, Bill O’Reilly, discussed the shocking pepper spray incident at UC Davis on Monday night’s show.
Kelly referred to the spray as “a food product, essentially” as the two hosts pondered aloud whether the spray used by campus police on seated student protesters had been diluted.
She said “A lot of experts are looking at that and saying, is this the real deal?" She added that the spray was "obviously abrasive and intrusive."

Kelly said it was still not clear that the campus police had overstepped their boundaries. She said they were merely trying to disperse the crowd.
She said, “I know that the tape looks bad. I agree it looks bad. All I'm saying is from a legal standpoint, I don't know that the cops did anything wrong."
O’Reilly said “I don't think we have the right to Monday-morning quarterback the police.”
