Bolivian officials have claimed the CIA was linked to an alleged terrorist plot in 2009 in which Irishman Michael Dwyer was shot dead, according to WikiLeaks.

The Tipperary man was killed by police in Bogota on April 16, 2009, and his family has continually called for an international investigation into his death.

According to a diplomatic cable released by WikiLeaks, Bolivian prosecutor Marcelo Soza claimed that Eduardo Rozsa, who was travelling with Dwyer, had been in contact with an ex-CIA employee named “Belovays.”

The prosecutors’ claims are the first allegations of U.S. involvement in the murder. The Bolivan government maintains it thwarted an attempt by a group involving Dwyer to establish a separatist military force that was conspiring to assassinate the Bolivian president Evo Morales.

Email correspondence between Rozsa and the former CIA employee, who is a U.S. citizen, was discovered when the hard drive of his computer was searched, according to the cable.

"According to Soza, Belovays had been active in the Balkans wars, where he supposedly met Rozsa and became his mentor. An internet search on Belovays suggested that he has since died, Soza reported (Rozsa and two others were killed in a police raid; another two suspects are in custody)," the cable written by John Creamer, the chargé d’affaires at the American Embassy in Bolivia, states.
