Ahead of Tuesday’s town hall forum, both the Obama and Romney campaigns have complained to the Commission on Presidential Debates about CNN's Candy Crowley, who will moderate.

The complaint stems from the fact that Crowley has publicly said she intends to play an active role in the debate, rather than permit the audience to ask questions.

The town hall debate happens Tuesday October 16, at 9 pm at Hofstra University in Hempstead, New York. The second presidential candidate debate, it will be the first debate moderated by a woman in two decades.

Time's Mark Halperin broke the news after he got a copy of the debate contract -- or "Memorandum of Understanding" (MOU).

According to Time, the MOU calls for the CNN reporter to play a relatively limited role in the town-hall debate.

It states: "In managing the two-minute comment periods, the moderator will not rephrase the question or open a new topic ... The moderator will not ask follow-up questions or comment on either the questions asked by the audience or the answers of the candidates during the debate or otherwise intervene in the debate except to acknowledge the questioners from the audience or enforce the time limits, and invite candidate comments during the two-minute response period."

Speaking to the Huffington Post last week, CNN's award-winning chief political correspondent said the expectations were enormous.

“My inbox is filled with questions from people. You're going to disappoint people, so I think the idea is to try to add to the body of knowledge that is out there in whatever way you can. I think it's always best when these guys engage with each other, but that doesn't mean I won't engage with them if that gets us closer to what we need.”

Also speaking about her role in the debate on CNN, Crowley said, “Once the table is kind of set by the town-hall questioner, there is then time for me to say, 'Hey, wait a second, what about X, Y, Z?'"

According to Time, both the Obama and Romney camps complained to the CPD, after reading her comments.
