Whatever the Dáil's representatives arranges with the Vatican, the fact is that the their gov't do not speak for the Catholics of the North, even though 4 dioceses have parishes on both sides of the Border. But the Catholic and Anglican primates in Armagh have jurisdiction over their respective denominations in the whole Irish nation.
