The Vatican gives the orders to bishops, who pay the salary of priests. The pope is the CEO of a worldwide organization, just as he is the king of the Vatican State.
No more visits by the Pope to the US? Or will he have diplomatic immunity?
Sadly, the current pope was actually one of the good/almost good guys in the Vatican as far as the sex scandal was concerned. The real resident evil in the Vatican is Cardinal Soldano.
