Still, there is always the problem of "the wrong man", about which we are too well aware in the USA. For example, one can't "unshoot" someone. .

The punishment should be more severe e.g. chop of his genitals, plus he should be forced to work hard for the country (some practical physical work) during his stay in prison. Nothing to do with where he's from: same for anyone else. Or maybe just shoot him, and save the expenses. I'm completely serious.
