The two main political forces in the US encouraging immigration reform, including not immediately deporting those illegally residing here, are the US Catholic Bishops and the US Chamber of Commerce. The first due to the high proportion of Catholic families among the illegals, and the later due to pressure from business to not impact their ability to hire low-wage, limited-benefits workers. Not easy to get around these two powerful forces.
