Will the genital mutilation ban also ban circumcision?

There's seems to be some missing of the point here about the stance on genital mutilation. The government is not threatening to bring in legislation outlawing the practice. It's already illegal. They are talking about enforcing it more assiduously.

One group of civil servants could map the amount of pot holes around the country and the other half could repair them.Another group could be on emergency stand by as a rapid responce unit armed with the latest tools and wheel barrows.Courses could be held on how to fill a pot hole attracting tourists from around the world with a hatred for pot holes. They might even get to fill pot hole in the counties of their fore fathers adding a new dimension to their visit.The sheer brilliance of this policy. Where is me spade?.

Is there a link between banning female genital mutilation and permitting mutilation of potholes ? The way potholes usually get fixed is nothing short of mutilation - in Shakespearean parlance "a poor excuse for what I crave".
Don´t worry bunkerisland - they will not slash the workers until after they have fixed the potholes. In practice, I see no reason to expect much change. After all, the country is still being run by politicians and not by personnel with qualifications relevant to their respective duties.
