I don't understand what them being twins has to do with it. Fraternal twins are no closer in DNA than any other siblings. Other than the fact that they were in the womb together, which probably rules out causes like exposure to something harmful in utero, I don't see how they would be puzzled that there is a problem with one twin and not the other.

The fact that they are non-identical twins makes it not so much a mystery that one is developing normally and one isn't. I hope they will find out what is the reason for this little boy's condition.
