I like the "I know it all" answers in the comments section. Everyone is such an expert to blame the government or the banks for their ills. They never look to the real culprit. The greedy unqualified application lying borrower. "Lets take the equity out of our home or the credit cards we have and buy a vacation home in Spain" mentality. Yes, banks and government have a lot to account for but the real problem began with the toxic mortgage's that were created by the keep up with their neighbor unqualified borrowers.

Throw money at the problem. Money is important to starting a business, but only one part. Without an idea, conviction , a luck, then the business fails. As a matter of fact sometime too much money is a hinderance. But this promotes the idea that government, and banks are the answer, when the fact is that governments and banks are what started this mess.

Ireland has called for its sons and daughters to come home no matter how long their families have been out of the country. This would be a wonderful oportunity for the well off Irish of North America and elsewhere to come home to Ireland, start a company and hire local Irish workers, thus improving the economy of Ireland and the welfare of its Irish citizens. Ireland is a wonderful country.

Problem as I see it is that this could be a problem considering that it is being subsidized by other EU states and so will Brussels allow it. Given that Ireland had to be bailed out by the EU specifically Germany and France and is this a good idea right now?

The money would be better spent on getting foreign settlers to leave Irealand and go home. It may not be too late to put a halt to the ethnosucicide of Irish nationality--the first thing is to reverse the trend of thousands of settlers arriving each month, even while young Irish men and women are forced to leave their homeland. Unfortunately the newly elected Michael O Higgins is a major cheerleader for Mass Immigration, and quite a dishonest one too.
