"It is a rule in the King of England's courts of justice in Ireland, that every man who is not of Irish extraction, may institute a judicial process of any kind, and that this power is forbidden to the Irish, whether clergy or laity. If as too frequently happens, an Englishman murders an Irish, clerk or layman, the assassin is neither punished corporally, nor even fined; on the contrary, the more considerable the murdered person was amongst us, the more his murderer is excused, honoured, and rewarded by his countrymen-even by the religious men and the bishops.
