The passage of time shouldn't have anything to do with this case...both parents should be brought up on charges. The mother obviously knew what was happening and turned a blind eye to it. My heart goes out to this woman, who had her childhood snatched from her along with her innocence and has been left with memories that will haunt her for her entire life.
