Dead pensioners paid by the Irish state in $25million sting

Report highlights payments going back a decade

The Irish government has paid out more than $25million in pensions over the last two years – to dead people.

Reports in Thursday’s Irish Independent have confirmed the 10,000 phantom pension payments. The paper has also unearthed evidence of payments to people who died a decade ago.

The Independent report states that the payments were only discovered when the Department of Social Protection cross-checked its pension payments against the death records held by the General Register Office.

Normally a three month ‘grace’ period for pension payments operates after a person’s death before their next of kin is obliged to inform the department to cancel the pension.

Officials believe that in some of the 10,000 cases, relatives or friends deliberately defrauded the state by continuing to claim the pensions after a death.

One case covered by the Independent concerned a family member who collected over $40,000 on behalf of a dead relative over a two year period.

The department has confirmed overpayments totalling over $40million over the last two years in respect of 9,850 dead pensioners.

Those pension payments can be legally reclaimed by the department and some cases are already in process as the state seeks the return of money paid out.

A spokesman for the Department blamed the lack of accurate information on ‘shortcomings’ in its records amid claims that $9million has already been recovered.

The spokesman also confirmed that the department is now getting immediate notification of deaths from the General Registrar’s Office as soon as a death is registered.

“This will prevent large-scale fraud in the future,” said the spokesman.

The paper also reports that just last year a judge described as ‘amazing’ the ease with which an elderly man had been able to claim a dead friend’s pension for 23 years.

Dubliner Patrick McLoughlin was handed a three-year suspended sentence after defrauding the State of more than $180,000.

The fraud was only discovered when welfare staff prepared to make the ‘presidential centenarian bounty payment’ to the dead man who had died in 1984.

Police arrested McLoughlin in June 2007 after viewing CCTV footage of him collecting the deceased’s pension. McLoughlin has committed to repay the money at the rate of $60 a week.

This is insane, we have one of the best education systems in the World, but our Civil Servants and our Government, are running our country in a very ignorant manner, no wonder we are in such a mess. What a shame, I used to be so proud to be Irish, not so much any more!
@Murph46: As you point out that the traitors of Ireland begged your corporations to come to Ireland..........I think the traitors of Ireland should have invested in the Irish People..........Since the traitors of Ireland lost the European Funds they have been stealing from Social Welfare Recipients just to keep financing these pretentious Corporations.......The more your corporations get from traitorous Irish Politicians the less you need from customers, further excluding the Irish........You can't the Irish People in servitude forever.......Maybe you should read up on law.

I have attended a meeting with Irish Board of Trade and our Burlington Industries.Your Board offered the sun and moon in tax incentives for Burlington to set up a woolen mill in Ireland,were we not supposed to accept a gracious offer? @Murph46: Ireland does not have a legitimate government they have been falsifying the rule books of Ireland for decades using opinions to hide the details..........They have also been traitors and asset stripped Ireland to give to these pretentious American Corporation.......As Irish Politicians are running out of money what are these pretentious American Corporations going to do about the customers they do not have in Ireland.

What most people do not understand is that without welfare there would be no Irish economy..........I don't know anybody on social welfare that has off shore bank accounts........When you take into account subsidies, tax breaks, expense accounts and non domicile rules avail to pretentious American Corporations then corporations get more welfare than most and they do have off shore bank accounts.
I've offered the opinion here on a number of occasions that Ireland is ruled by utter fools. The fact that apparently they didn't require proof of life from retirees claiming pensions is just one more piece of evidence for my contention. And now what about they require proof of existence for all those children in Poland, Latvia, Lithuania etc. that the Irish taxpayer is being levied to pay benefits to? It's not enough for the Irish benefits official to say "So Pavel, ye say ye have have nine children back in the old country? Arent you de grand lad altogether. So here's yer check for 900 euros. See ya agin next week."
