British military warns its Irish troops of threat made by CIRA

There are no Irish troops (sic) in the British military. Though there may be some Irish citizens who are currently serving as British troops. (Photograph depicts US military issue!) Does their press release: "We condemn any threat of mindless violence against members of the British armed forces" mean than actual violence is OK as long as long as not accompanied by threats? Or that mindful violence, either threatened of carried out, is permissible?
