There's more to this than meets the eye.Perhaps the Guatemalan and the Irishman were lovers?,the uncle being aware of this and seeking to preserve the honour of his niece,devised a cunning plan to lure the two lovers to sea,where via an anonymous phonecall,immigration were waiting to gather them up...?

Immigration went fishing and caught a Guatemalan and an Irishman?Did they thrash around on the deck gulping for air? I know I should'nt laugh..what bad luck.
