I think if the 71 billion had been invested in green energy when so many people were refusing to listen about the melting polar ice etc., we would well be on our way to a better world for all of us. Hindsight is 20/20 so it is said. Anyone who has enough money should be running to invest it in solar, wind, geo-thermal or any other proven clean renewable energy source. Mayor Bloomberg mut be happy about one thing. He invested his own money to help the environment and he made it possible for NYC to get a third of it's electricity from Solar power. Wish all mayors would follow his lead. Once the money from the Federal Government arrives there will a huge demand for labor, that's where the light in all this darkness is.
