What no Barrymore's???? As in Lionel.
James Cagney also won an Oscar for "Ragtime", more of a lifetime achievement award (he should have won for "White Heat"), but the Academy never gave awards for crime movies or westerns until recent years.
Sean Penn wins for a "brawny back" and Peck is number two because of "Scout". Penn is a "rebel without a cause" and Peck is a "rebel with a cause". Neither acted well in their roles. Peck had better. Penn had worse. The many roles of Cagney had "soul". You are mistaking the message for the messenger. All Penn has is animal magnetism which translates to female admiration. Marlon Brando had the same thing but he had talent to go with it.
The best of all is Thomas Mitchell.
Yes, Sean Penn deserves to be number 1. He is an actor who is able to reach beyond the film screen, and the screen that we wear over our deepest emotions. He is a very sensitive and compassionate person.
