O' Connell, Mary Ellen

MARY Ellen O'Connell is the Robert and Marion Short professor of law and is research professor of international dispute resolution at the Kroc Institute for Peace Studies at the University of Notre Dame.  
She chairs the Use of Force Committee of the International Law Association headquartered in London.  
Previously at Ohio State University, she held a joint appointment in the law school and the Mershon Center for International Security Studies.  She has taught for the Defense Department at the George C. Marshall European Center for Security Studies in Germany, and the Johns Hopkins University Nitze School for Advanced International Studies in Bologna, Italy.
O’Connell was a Marshall Scholar and has degrees from Northwestern, the London School of Economics, Cambridge University and Columbia University.  She is the author of, among other works, The Power and Purpose of International Law (Oxford University Press 2008).
At Notre Dame she teaches courses on international law, international dispute resolution, international law and the use of force, international art law, international environmental law and the law of contracts.
